City of Vienna City Council met June 5.

The City Council of the City of Vienna met in regular session,at Vienna City Hall with the following members and guest:

ELECTED/APPOINTED OFFICIALS PRESENT: Jon Simmons, Mayor Alan Racey, Alderman Melissa Hill, Alderman Debbie Riddle, Alderman Richard Owen, Alderman Steve Penrod, Alderman Austin Tuey, Alderman Aleatha Wright, City Clerk Michelle Meyers, Treasurer

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to Approve the Omnibus Consent Agenda consisting of the May 15, 2019 Council Meeting Minutes, Treasurer's Report and the Warrant ($16,893.28). Alderman Hill seconded the motion. All in favor, motion carried.

Mayor Simmons announced that Cheryl Myrick, Ward 3had submitted a letter of resignation due

to relocation out of her ward. Simmons introduced Steve Penrod as his candidate to fill the vacancy. With full consent of the city council Simmons then swore in Penrod to fill the remaining term of Alderman Ward 3. Penrod would also take Myrick's place as a member of the finance, city improvement, and TIF committees.

Johnson County Revitalization and Modern Woodmen members presented a check in the amount of $5,000.000 to the City of Vienna to assist the city in purchasing new Christmas lights. In addition Modern Woodmen donated 60 flags to the city as well.

Tina Gibbs with Ameren Illinois was present to review and answer questions pertaining to Ordinance 19-02, an ordinance extending authorization Ameren to maintain an electric utility system in the City of Vienna for a term of twenty years. After discussion took place Alderman Owen made a motion to Authorize and Approve Ordinance 19-02. Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve Resolution 19-06, A Resolution for Maintenance of Street and Highways by the Municipality under the Highway Code for $5,000.00 of MFT Funds. The motion was seconded by Alderman Hill. All in favor, motion carried.

Alderman Owen made a motion to Authorize and Approve (Sewer Funds) for sewer line repairs Skuta Construction Inc. $2,800.00. Alderman Tuey seconded the motion. All in favor, motion carried.

Brief discussion took place of upcoming city community events. City Council was in full consent to donate $250.00 to each event including Shawnee Worship Center School Supply Giveaway, Wednesday, August 7th and Christmastime around the City Square, Sunday December 8th.

CITY ELECTED AND APPOINTED OFFICIALS

Clerk Wright requested consent per "Just Chill" vendor to sell shaved ice at the Fourth of July event at the city ballpark on Friday, July 5th. Council gave consent.

Wright informed council the city was approved for a residential demolition grant through the Illinois Housing Development Authority for $20,000.00. Wright said paperwork was still in the process before the city could take any next steps. Mayor Simmons noted that Gary (Doc) Maier who originally gave bids on several homes for the project would be retiring before the work could be started.

Wright presented pictures and specs to council provided by Brenda Kreuter for the construction of a "blessing box" or small pantry that would be available 24/7 to those in need of food or personal hygiene items. Kreuter was present and briefly discussed that she and husband John had been thinking of this project for some time and would gladly finance the cost of placing two

blessing boxes in town as well as purchasing items to fill them. Council gave consent and potential locations for the boxes were discussed. Council was in consent to donate $100.00 to purchase items for the boxes.

Supt Racey mentioned a purchase of a battery replacement for the solar bee which circulates water in the city reservoir. Racey said the cost was $964.00. Racey also mentioned chemical catch basins that would need to be purchased for the water plant (EPA requirement) estimated cost $716.63 (Water Fund). Racey also informed council several hydrants would be flushed out to help water quality in the city.

Police Chief Miller announced resignation letter submitted by Officer Bruce White as his last day would be July 3, 2019.

Miller also said repairs were needed to one of the squad cars. Miller said he was contacted through FEMA to possibly assist with flooding in Missouri.

Alderman Racey discussed the city imposing a camping tax on Shawnee Forest campground as discussed in the past. Clerk was directed to contact city attorney.

Alderman Owen mentioned concern of sidewalk replacement on North 6th Street in front of the Veach home.

Alderman Tuey revisited the idea of the city purchasing storm sirens. Tuey said the city could possibly qualify for a grant up through USDA up to $25,000 max. Discussion was had amongst council. Tuey said he would contact a local vendor to attend the next council meeting for more of a definite cost and information on the sirens.

As there was no further business to discus, Alderman Owen made a motion to adjourn the meeting. The motion was seconded by Alderman Riddle. Motion Carried, all in favor.

Mayor Simmons declared the meeting adjourned at 7:28 p.m.
