City of Vienna City Council met May 15.

The City Council of the City of Vienna met in regular session at Vienna City Hall with the following members and guest:

There being a quorum, Mayor Simmons called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to Approve the Omnibus Consent Agenda consisting of the May 1, 2019 Council Meeting Minutes and the Warrant ($76,474.19). Alderman Hill seconded the motion. Motion Carried, all in favor.

Andy Henderson with Shawnee Communications was present to request permission for Shawnee Communications to solicit internet services to residents from 9:00 a.m. to noon on designated Saturdays. Henderson said this would help to reach more residents at home opposed to weekdays. Council had discussion as the current ordinance allows soliciting Mon-Fri only. A majority of the council decided since the company was offering a much needed service for the residents they would give consent. Current rates would still apply for the issuance of a solicitor's permit.

Alderman Racey made a motion to Authorize and Approve Wright Electric to perform services on Ameren poles for the hanging of city Christmas decor (General Funds) estimated cost

per pole. City Supt. Racey said there were 12 poles on the city square and 17 poles on Rt 146. The motion was seconded by Alderman Riddle. All in favor, motion carried.

CITY ELECTED AND APPOINTED OFFICIALS

Mayor Simmons thanked Chief Miller for his efforts on keeping up with yards that needed to be mowed.

Clerk Wright updated council on receiving the parade permit for the Saturday, June 8th JCYL parade. Wright also mentioned a Neighborhood Assist Program grant opening in June. Wright said Lee Morrill had provided the information to the city. Brief discussion took place.

Wright presented a quote for new playground equipment at the city park including a handicapped swing and mom/baby swing. Little Tikes-$2,193.84 (General Funds). Alderman Hill made a motion to purchase the swings seconded by Alderman Riddle. All in favor, Motion carried.

Supt Racey discussed fencing around the police department's fire range at the ballpark and reviewed a quote from Terrace Fence Company ($9,888.00). No action taken.

Racey mentioned yards that the city was maintaining due to foreclosures. Racey also mentioned a need for a used refrigerator at the water plant to contain water samples.

Police Chief Miller discussed per state statute that new ticket books would need to be purchased for the police dept. Miller said this would cost around $1,000.00 (General Fu informed council new officer Thomson would be leaving for the full time academy May 20th as the city would purchase prepaid cards for fuel/food use. (General Fund). Council gave consent for both.

Fire Chief Williams briefly mentioned grant paperwork for a 50/50 grant that would be submitted.

Phil Morris, Depot announced a total of $5,000 raised for City Christmas lights by Modern Woodmen and Johnson County Revitalization. Morris also showed city council banners that were purchased by Johnson County Revitalization for the new light poles around the city square.

Alderman Hill mentioned receiving complaints of standing water on Peach Street. Racey said it would be repaired with MFT Funds.

Alderman Myrick announced that she was relocating out of city limits and may not be attending the June 5th meeting. Myrick said she would submit a letter of resignation from Ward 3.

As there was no further business to discus, Alderman Tuey made a motion to adjourn the meeting. The motion was seconded by Alderman Riddle. Motion Carried, all in favor.

Mayor Simmons declared the meeting adjourned at 7:21 p.m.
