Village of Cobden Board of Trustees met May 6.

Here is the minutes provided by the board:

Call to Order

Village President Paul Z. Tomazzoli called the meeting to order at 6:00 P.M.

Roll Call

Upon roll call, the following Trustees were present:

Patrick Brumleve, Austin Sellars, David Stewart (arriving 6:08 p.m.)

Absent:

Jean A, Britt, Alma Gomez, Elvis Pearson

Also Present: B. J. Hale, Chad Eads, Todd Dietterle, Larry Hackethal, Larry Quertermous, Larry J. Hackethal, Coy Girtman, Cherry Connolly

Oath of Office Newly Elected Trustees

The Oath of Office was administered to newiy elected Trustees Patrick Brumleve, Todd Dietterle and Larry Hackethal by Village Clerk Karen M. Winzenburger.

Committee Assignments and Appointments

Mayor Tomazzoli's appointment of the following committees and re-appointment of Police Chief Hale were approved by consent vote:

Ayes: 4- Brumleve, Dietterie, Hackethal, Sellars 

Nays: 0- None 

Absent: 2-Britt, Stewart

Mayor Tomazzoli's appointments of Fire Chief Larry J. Querterrous, Assistant Fire Chief Larry J. Hackethal and Fire Department Secretary/Treasurer Coy Girtman were approved by consent vote:

Ayes: 4-Brumleve, Dietterle, Hackethal, Sellars 

Nays: 0 - None 

Absent: 2--Britt, Stewart 

The Oath of Office was administered to Larry J. Quertermous, Larry J. Hackethal and Coy Girman by Village Clerk Karen M. Winzenburger. (Quertermous, Hackethal and Girtman then left the meeting.)

Mayor Tomazzoli's appointments of Ron Flamm to the Cemetery Board of Managers, Anna B. Forby to the Zoning Board of Appeals and B. J. Hale, Austin Sellars and Patrick Brumleve to the Liquor Advisory Board were approved by consent vote:

Ayes: 4-Brumieve, Dietterle, Hackethal, Sellars 

Nays: 0 - None 

Absent: 2- Britt, Stewart

Minutes of the April 15, 2019 Regular Meeting

Motion was made by Brumieve, seconded by Sellars, to approve the Minutes of the April 15, 2019 regular meeting as presented. Upon roll call, the vote was:

Ayes: 4- Brumleve, Dietterle, Hackethal, Sellars 

Nays: O- None 

Absent: 2 - Britt, Stewart 

Motion declared carried.

Approval of Bills and Salaries

Motion was made by Sellars, seconded by Brumleve, that presented bills in the amount of $56,897.59 and regular salaries be approved for payment. Upon roll call, the vote was:

Ayes; 4- Brumleve, Dietterle, Hackethal, Sellars 

Nays; 0 - None 

Absent: 2- Britt, Stewart 

Motion declared carried.

Budget Report

Motion was made by Brumleve, seconded by Dietterle, to approve the Budget Report for the period ending April 29, 2019, as presented. Upon roll call, the vote was:

Ayes; 4-Brumieve, Dietterle, Hackethal, Sellars 

Nays: 0 - None 

Absent: 2- Britt, Stewart 

Motion declared carried.

Line item and Other Transfers

Motion was made by Brumleve, seconded by Sellars, to authorize line itern and other transfers as presented. Upon roll call, the vote was:

Ayes; 4- Brumleve, Dietterle, Hackethal, Sellars 

Nays: 0 - None 

Absent: 2- Britt, Stewart 

Motion declared carried.

Employee Expense and Overtime Report

The Employee Expense and Overtime Report for the period ending April 30, 2019 was presented,

Trustee Stewart arrived.

Sidewalk Repair/Replacement

The Board was in agreement to advertise for bids for sidewalk repair and replacement in three areas of the Village,

Hiring Part-time Summer Employees

Motion was made by Brumleve, seconded by Hackethat, to hire part-time employees to be paid minimum wage for the summer at the discretion of Mayor Tomazzoli and Superintendent Eads. Upon roll call, the vote was:

Ayes: 5 - Brumleve, Dieiterle, Hackethal, Sellars, Stewart 

Nays: 0 - None 

Absent: 1 - Britt 

Motion declared carried.

Memorial Day Service

Trustee Stewart will make the arrangements for the Memorial Day Service to be held at 9:30 a.m, on Monday, May 27, 2019.

Water Tank Improvement Project - Loan Availability Period

The Village has been advised that the earliest the Village could obtain a loan for the water tank improvement project would be the spring of 2020.

Application for Use of Park

Motion was made by Brumleve, seconded by Hackethal, to approve the request submitted by Cobden High School for use of the park on May 31, 2019 for the annual 5K fundraiser and waive the security deposit. Upon roll call, the vote was:

Ayes: 5-Brumleve, Dietterie, Hackethal, Sellars, Stewari 

Nays: 0 - None 

Absent: 1 - Britt 

Motion declared carried.

Scholarship Award

Motion was made by Brumleve, seconded by Hackethal, to approve the Scholarship Committee's recommendation to award the R. G. Williams Award to Harleigh Braden, the Village of Cobden - Dale Millis Auction Service Award to Tori Brummer and Jacqueline Guzman. Upon roll call, the vote was:

Ayes; 5- Brumleve, Diefterle, Hackethal, Sellars, Stewart

Nays; 0 - None 

Absent: 1 - Britt 

Motion declared carried. 

Note: Three scholarships were awarded because a 2017 recipient did not use the funds that year.

Ordinance No. 2019-991 - Child Passenger Protection Act

Motion was made by Brumleve, seconded by Hackethal, to pass ORDINANCE NO. 2019-991 - AN ORDINANCE AMENDING CHAPTER 24 (ARTICLES IX AND X) OF THE REVISED CODE OF ORDINANCES FOR THE VILLAGE OF COBDEN. Upon roll call, the vote was:

Ayes: 5 -- Brumleve, Dietterle, Hackethal. Sellars, Stewart 

Nays; 0- None 

Absent: 1- Britt 

Motion declared carried.

Ordinance No. 2019-992 - SAFETY BELTS REQUIRED

Motion was made by Brumleve, seconded by Sellars, to pass ORDINANCE NO. 2019-992 – AN ORDINANCE AMENDING CHAPTER 24 OF THE REVISED CODE OF ORDINANCES FOR THE VILLAGE OF COBDEN. Upon roll cali, the vote was:

Ayes: 5 - Brumleve, Dietterie, Hackethal, Sellars, Stewart 

Nays: 0- None 

Absent: 1- Brit 

Motion declared carried.

Ordinance No. 2019-993 - LIQUOR LICENSE CLASSIFICATIONS

Motion was made by Sellars, seconded by Brumleve, to pass ORDINANCE NO. 2019-993 - AN ORDINANCE TO AMEND SECTION 21-2-6 OF THE REVISED CODE OF ORDINANCES FOR THE VILLAGE OF COBDEN. Upon roll call, the vote was:

Ayes: 5 - Brumleve. Djetterle, Hackethal, Seilars, Stewart 

Nays: 0- None 

Absent: 1 – Britt 

Motion declared carried.

Consolidated Election Abstract of Votes

The Consolidated Election April 2, 2019 Official Abstract of Votes prepared by the Union County Clerk was presented.

River to River Relay

The River to River Relay was held recently. There was discussion regarding traffic and parking planning for next year,

Recognition of New Businesses

It was noted that there are new businesses in the Village. Trustee Dietterle suggested the Village recognize and welcome new businesses as they open.

Oak Street Environmental Remediation

Trustee Diefterle advised the Board that the Oak Street environmental remediation is complete except for one small area.

Cobden Connection and Cheran Michoacan Relationship

Trustee Dietterle has had inquiries about re-instating the Cobden Connection. Information will be posted on the website advising anyone with interest to contact Trustee Dietterle. He has also had discussions with Fidel Bartolo regarding a sister city relationship with Cheran Michoacan and will keep the Board informed of any developments.

Spruce Cobden Weather Station

A Cobden weather station at Spruce will be up and running on Weather Underground in the coming week,

Adjournment

Motion was made by Brumleve, seconded by Sellars, that the Regular Meeting of the Village Board of Trustees be adjourned. Motion carried and the meeting adjourned at 6:40 p.m.
