The Regular Village Board Meeting of the Mayor and Board of Trustees of the Village of Addison was called to order at 7:00 PM by Mayor Veenstra in the Board Room of the Addison Village Hall, 1 Friendship Plaza, Addison, DuPage County, Illinois.

1. Call To Order

Upon roll call by Village Lucille Zucchero the following Trustees were in attendance:

Present: Trustees Hundley, Kluczny, Lynch, O'Brien, Theodore & Mayor Veenstra

Absent: Trustee Nasti

Also in attendance were Village Attorney George Marchetti and other members of the staff.

2. The Pledge of Allegiance was led by Mayor Veenstra

3. Invocation was given by Nancy Crescenzo, Aglow International

4. Approval of Minutes of the May 6, 2019 Regular Village Board Meeting

Motion to approve was made by Trustee Theodore, seconded by Trustee Lynch

Ayes: Hundley, Kluczny, Lynch, O'Brien, Theodore 

Nays: None

5. Proclamations, Presentations & Appointments

- Mayor Veenstra declared May 19-25, 2019 "National Publice Works Week” in the Village of Addison

CONSENT AGENDA

a) Approval of Accounts Payable

Trustee Kluczny reported that the Finance & Policy Committee, earlier this evening, recommended approval of the following directives:

-Directive #20-03 in the amount of $1,277,228.66 

-Directive #20-04 in the amount of $50,905.74 

-Directive #20-05 in the amount of $721,496.39

Mayor Veenstra continued:

b) Approval of an appearance review for the Culver's of Addison located at 1347 W. Lake Street

c) Approval to purchase Edge Switches for network infrastructure for the Village of Addison from nLogic Consulting LLC in the total amount of $21,147.44.

d) Approval to purchase an Extreme Maintenance Contract for core network infrastructure for the Village of Addison from nLogic Consulting LLC in the total amount of $39,809.02.

e) Approval to award Contract Bid #19-4-2 for the Fullerton Avenue Water Main project to Swallow

Construction of Downers Grove, IL in the not-to-exceed amount of $558,448.00.

f) Approval to accept Bid #19-4-3 for Outside Laboratory Services from Teklab Inc. of Downers Grove, IL in the not-to-exceed amount of $24,004.00.

g) Approval to accept Bid #19-4-4 for the installation of approximately 1,000 lineal feet of cured-in-place pipe from Insituform Technologies USA of Chesterfield, MO in the not-to-exceed amount $34,011.90.

h) Approval to accept the proposal of a one year contract extension of Bid #17-4-1 for Village street signs from Traffic Control & Protection Inc. of Bartlett, IL in the not-to-exceed amount of $40,000.00.

ORDINANCES AND RESOLUTIONS

a) SECOND READING OF AN ORDINANCE AMENDING TRAFFIC REGULATIONS WITHIN THE VILLAGE OF ADDISON FOR “NO PARKING” ON THE NORTH SIDE OF NATIONAL AVENUE NORTHEAST OF CAPITOL DRIVE

Trustee Hundley reported that at their meeting on April 22", the Public Health, Safety & Judicial Committee reviewed this Ordinance, which amends traffic regulations within the Village for a “No Parking" restriction on the north side of National Avenue northeast of Capitol Drive. The Committee recommended approval and first reading was requested at the May 64 Village Board Meeting. Second reading was requested.

b) SECOND READING OF AN ORDINANCE REPEALING THE PRE-ANNEXATION AND PLANNED UNIT DEVELOPMENT AGREEMENT FOR CHARLEMAGNE DEVELOPMENT LLC

Trustee Lynch reported that at their meeting on April 22nd, the Building, Zoning & Development Committee reviewed this Ordinance, which repeals the Pre-Annexation and Planned Unit Development agreement for Charlemagne Development LLC. The Committee recommended approval and first reading was requested at the May 6h Village Board Meeting. Second reading was requested.

c) SECOND READING OF AN ORDINANCE APPROVING THE REZONING AND A SPECIAL USE FOR A PLANNED UNIT DEVELOPMENT WITH EXCEPTIONS FOR ALEXANDRA POINTE OF ADDISON AT 1100 W. LAKE STREET

Trustee Lynch reported that at their meeting on April 22nd, the Building, Zoning & Development Committee reviewed this Ordinance, which approves the rezoning and a special use for a Planned Unit Development with exceptions for Alexandra Pointe of Addison at 1100 W. Lake Street. The Committee recommended approval and first reading was requested at the May 64 Villae Board Meeting. Second reading was requested.

d) SECOND READING OF AN ORDINANCE APPROVING A PLANNED UNIT DEVELOPMENT PLAT OF RESUBDIVISION FOR ALEXANDRA POINTE OF ADDISON, AND REPEALING ORDINANCE NO. 0-06-98

Trustee Lynch reported that at their meeting on April 2204, the Building, Zoning & Development Committee reviewed this Ordinance, which approves a Planned Unit Development Plat of Resubdivision for Alexandra Pointe of Addison, and repeals Ordinance No. 0-06-98. The Committee recommended approval and first reading was requested at the May 64 Village Board Meeting. Second reading was requested.

e) FIRST READING OF AN ORDINANCE AMENDING CHAPTER 3 OF THE VILLAGE CODE TO MODIFY THE NUMBER OF CLASS "E-2", CLASS "D", AND CLASS “DD-1" LIQUOR LICENSES FOR BIGBY'S POUR HOUSE

Trustee Klucnzy reported that at their meeting earlier this evening, the Finance & Policy Committee reviewed this Ordinance, which amends Chapter 3 of the Village Code to modify the number of Class "E-2", Class “D", and Class "DD-1" liquor licenses for Bigby's Pour House, The Committee recommended approval and waiver of second reading has been requested by Staff. The Attorney was asked to read the Ordinance.

Trustee Kluczny reported that at their meeting earlier this evening, the Finance & Policy Committee reviewed this Ordinance, which amends Chapter 2 of the Addison Village Code regarding Village Board and Commission Meetings. The Committee recommended approval and waiver of second reading has been requested by Staff. The Attorney was asked to read the Ordinance.

CONSIDERATION OF A RESOLUTION APPROVING THE CUSTOMER CONTRACT BETWEEN THE VILLAGE OF ADDISON AND THE DONNING COMPANY PUBLISHERS FOR THE REPRINT OF THE VILLAGE OF FRIENDSHIP BOOK AND ADDENDUM

Trustee Kluczny reported that at their meeting earlier this evening, the Finance & Policy Committee reviewed this Resolution, which approves the customer contract between the Village and the Donning Company Publishers for the reprint of the Village of Friendship Book and Addendum. The Committee recommended approval and the Attorney was asked to read the Resolution.

COMMITTEE REPORTS

Building, Zoning & Development Committee Trustee Lynch announced that the next meeting of the Building, Zoning & Development Committee will be held, Tuesday, May 28,2019-6:30 PM in the Council Chambers.

Finance & Policy Committee Trustee Kluczny announced that the next meeting of the Finance & Policy Committee will be held on Monday, June 3, 2019. 6:30 PM, in the Council Chambers.

Public Health, Safety & Judicial Committee Trustee Theodore announced that the next meeting of the Public Health, Safety & Judicial Committee will be held on Tuesday, May 28, Following the 6:30pm BZD meeting in the Council Chambers.

10. MAYOR'S REPORT

Village Hall will be closed on Monday, May 27, 2019 in Observance of Memorial Day. Meetings will be on Tuesday

Village Clerk

- Memorial day Event is on Monday, May 27h. Beginning with a Pancake

Breakfast sponsored by the Knights of Columbus. Then the March to St. Paul Cemetery followed by the presenation of the wreaths. Hot Dogs will be served from noon to 1pm at the Village Hall.

Rock N'Wheels kicks off on Thursday June 6h from 6 to 10PM. Music by Heart to Heartbreaker. Enjoy all the good food

The Museum will be open during all the Summer Events

COMMISSION BOARD REPORTS

Trustee Theodore reported that the Addison Center for the Arts is hosting Maureen McKee, "Nature Diversity" May 8th- June 26th Artist Reception is Friday, May 17th 7 to 9. Hours of the Gallery 1:00PM to 4:00PM Wednesday through Saturday
