City of Anna City Council met April 6.

Here is the minutes provided by the council:

The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Commissioner David Isom, Commissioner Al Kamp, Commissioner David Tellor, Commissioner Martha Ann Webb, and Mayor Steve Hartline. None were absent.

A motion was made by Mayor Hartline and seconded by Commissioner Kamp that it be RESOLVED TO APPROVE AN INSURANCE CONTRACT WITH TOKYO MARINE FROM MAY 1, 2019 TO APRIL 30, 2020 FOR THE AMOUNT OF $114,954.00. A vote was taken upon the motion with the following results. Commissioner Isom, Commissioner Kamp, Commissioner Tellor, Commissioner Webb and Mayor Hartline voted yea. Nay – none. Mayor Hartline declared the motion carried

A motion was made by Commissioner Kamp and seconded by Commissioner Webb that it be RESOLVED TO APPROVE RESOLUTION 2019-09; MEMORANDUM OF UNDERSTANDING BETWEEN UNION COUNTY SOIL & WATER AND THE CITY OF ANNA. A vote was taken upon the motion with the following results. Commissioner Isom, Commissioner Kamp, Commissioner Tellor, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

City Administrator Steve Guined spoke on behalf of his position. In October 2017 Steve announced his retirement. Then City Clerk Chris Jones and Disposal Plant Operator Greg Beckwith resigned leaving City Administrator Steve Guined, Public Work Manager Gene Sullivan and Deputy City Clerk Toni Flamm to assume these duties. The city advertised for a Disposal Plant Operator and only received two applications. Then Deputy City Clerk Toni Flamm and Public Works Manager Gene Sullivan announced their retirements for the summer of 2017. This would leave City Administrator Steve Guined to be the manager for all departments. Then the council decided to offer stipends to Gas & Water Foreman Mike Stegle, Street Foreman Bill Halter and City Hall Foreman Tina Sadler to assume some of the daily roles. Then in 2018 the city council asked Steve Guined to reconsider his retirement and he declined, so the council requested that City Attorney John Foley create an agreement with GOVTEMP to hire Steve Guined and he agreed.

City Administrator Steve Guined stated that his contract is up May 4, 2019 and it is his understanding the entire council voted to extend his contract and he appreciates that, but Steve stated that he is declining their offer. City Administrator Steve Guined stated that he preferred to wait and discuss this issue with the new council and the he would make his decision. Steve stated that he is active in the management of every department and has trained the managers in the past but right now there is no management. City Administrator Steve Guined gave some history of the city and how the city has pulled together to make it a better place. City Administrator Steve Guined spoke of the upgrades made in the city, the money the city has on hand and all was done without raising taxes, but lowering taxes in the City of Anna. City Administrator Steve Guined thanked everyone for being with him through the years.

Commissioner Webb and Commissioner Tellor stated how they appreciated all that City Administrator Steve Guined has done for the city.

City Administrator Steve Guined addressed Jeff Skinner from the Gazette Democrat for all his assistance throughout the years including his friendship.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO ENTER CLOSED SESSION TO DISCUSS PERSONNEL. A vote was taken upon the motion with the following results. Commissioner Isom, Commissioner Kamp, Commissioner Tellor, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be RESOLVED TO EXIT CLOSED SESSION. A vote was taken upon the motion with the following results. Commissioner Isom, Commissioner Kamp, Commissioner Tellor, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO APPROVE THE SPECIAL SESSION CLOSED SESSION MINUTES OF APRIL 6, 2019 AS PREVIOUSLY READ AS THE OFFICIAL CLOSED SESSION MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Isom, Commissioner Kamp, Commissioner Tellor, Commissioner Webb, and Mayor Hartline voted yea. Nay -- none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Isom that it be RESOLVED TO APPROVE TO AUTHORIZE MAYOR HARTLINE TO ENTER INTO AN EXTENSION OF CITY ADMINISTRATOR STEVE GUINED'S CONTRACT WITH GOVTEMP. A vote was taken upon the motion with the following results. Commissioner Isom, Commissioner Kamp, Commissioner Tellor, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Webb and seconded by Commissioner Tellor that it be RESOLVED TO APPROVE TO ACCEPT POLICE CHIEF MICHAEL HUNTER'S RESIGNATION AS OF MAY 31, 2019. A vote was taken upon the motion with the following results. Commissioner Isom, Comissioner Kamp, Commissioner Tellor, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Isom and seconded by Commissioner Kamp that it be RESOLVED TO APPROVE TO GIVE CITY ADMINISTRATOR STEVE GUINED THE AUTHORITY TO ADVERTISE FOR A POLICE CHIEF. A vote was taken upon the motion with the following results. Commissioner Isom, Commissioner Kamp, Commissioner Tellor, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.

A motion was made by Commissioner Kamp and seconded by Commissioner Tellor that it be RESOLVED THAT THE SPECIAL SESSION OF THE ANNA CITY COUNCIL MEETING OF APRIL 6, 2019 BE ADJOURNED AT 10:43 A.M. A vote was taken upon the motion with the following results. Commissioner Isom, Commissioner Kamp, Commissioner Tellor, Commissioner Webb, and Mayor Hartline voted yea. Nay - none. Mayor Hartline declared the motion carried.
