Compilation Findings: Presented by Zach Lauterbach of Steven D. Greim & Co., P.C.
Mr. Lauterbach reports that at this time there is a “snag” with the Comptroller’s office questioning if this should be an Audit vs a Non Audit Year report. It is his understanding that this is a Non Audit year and his prepared report is the required Non Audit year Compilation Report for the fiscal year ending March 31, 2018. A Full Audit Report was presented last year. In dealing with this question and the required AFR he has filed for a 60 day extension to allow for a resolution of this question. Depending on the results from the Comptroller’s office he states that they could transfer to an Audit format easily if needed. The AFR is complete they are just waiting on authorization. He reviewed this report with the board noting one area of confusion referring the board to page 7 regarding a “Permanent Transfer”.

1. Motion to Accept compilation findings:
This Motion is tabled pending decision of Comptroller’s Office
2. Scholarship: Morton/Pekin Discussion: RaeLyn McCormick discussed the current Barb Hart Scholarship program that we now promote through the East Peoria High School Scholarship program and wonders if we could/should be doing more outreach with Pekin and Morton High Schools not included in the East Peoria program. She says that these schools were contacted by email in the past but there has not been any follow-up from them and suggests we might consider in person contacts with them to see if they have a similar program of scholarship offerings for their students. This would allow all students in the Township the opportunity to apply. East Peoria’s process starts in January each year so this is a good time to think about what we may want to do. After some discussion Trustee Bresnahan offered to contact Pekin High School and Trustee Hranka offered to contact Morton High School.
3. Finalized Library Lease: There is currently a signed lease in effect that cannot be changed without being amended. The suggested item to be added are for security codes and keys issued to library staff. This item could probably be resolved without the addition of a separate section being added to the lease itself. The Township and Library Staff will review the need and work for a resolution after the Regular Meeting and report findings at the next Regular Meeting in October.
Road Commissioner’s Report: Currently working on trimming branches hanging over roads.
Assessors Report: by RaeLyn McCormick:
Assessor McCormick reports: Last month I had mentioned the number of seniors we encounter in the field everyday. With the help of the Supervisor of Assessments Office we have determined the following.
1. Number of Properties Zoned Residential – 8931
2. Number of Properties Zoned Unimproved – 1106
3. Number of Properties Zoned Residential Inhabitable Properties – 7825
4. Number of Properties Receiving an Owner Occupied Exemption – 6604
5. Number of Households Receiving Sr. Homestead Exemption – 2123
6. Percentage of Seniors in the Township – 32.14%
Summary – 1 out of every 3 homes in the township is a senior household!
Gail and I will finish our Field Work next week and start on Building Permits immediately.
I have noticed a number of Building Permits have dropped dramatically from last year i.e. July 2017 -16/ July 2018- - 6. Additionally, as stated before our New Construction are down from 16 last year to 4 this year. This will impact our 2019 EAV.
I completed my Continuing Education requirement (Valuation of Residential Land) at the IL Property Assessment Institute Conference in East Peoria Sept. 10-12 2018.

Aug/Sept G.A. Report: There were (5) five inquires this month. One of these clients was found to be eligible for a one time E.A. of $275.00. Four (4) other clients were sent documents; (1) for G.A. and (3) for E.A. with two (2) of those sent the additional paperwork to record job search. No further action at this time.
