Here is the minutes provided by the commissioners:

All Commissioners were present. Commissioner Candidate Tim Striker was present. Staff recited the pledge at 9:00. Purchase orders and bills were reviewed and signed. Pending issues were discussed with the following resolutions approved and signed:

Commissioner Beaman moved to hire Swartz Contracting and Emergency Services to do the microbial remediation and restoration at the newly acquired county building. 950 W. Kohler St. due to water damage. Bidding threshold for reconstruction is set at $75,000. Cost for Swartz Contracting is $25,908.89 to be taken from N000. Cost includes removal of damage to the floor, removing insulation, putting down a vapor barrier and disposal of contaminated building materials. John Folk, JFS Director, discussed his plan to replace the Supervisor for Children’s Services. He will post for Supervisor and have a training officer. He will review with the Collective Bargaining Unit. The Regional Training Center will be brought in for training. John reviewed an idea to host/sub-let space on the JFS billboard to the Mental Health to advertise for their levy. He explained cost allocation and reimbursement. Commissioners asked that he not get involved with a political levy.

Angel Miller, LEPC, stopped in to review with the Commissioners what LEPC does and to ask where they would like to be involved or see happen. Their main focus is training. She has been here for three years and was lucky to get five to ten to come to meetings. They are now feeding better and getting up to twenty or more in attendance. A drill is hosted in the mornings with a light breakfast to discuss the day. Drill is started, act out what happens in a Hazmat emergency. Everyone is then fed then a hot wash-what was found and what is needed. All get a chance to speak. She is working on training for bus drivers. A lot of training is free if First Responders are present. She will be doing some walk-throughs of local facilities to make sure chemicals are where they say they are, according to the check list provided to the state, and do some sort of training. If not in compliance, they have 30 days to fix before being reported to the state. Max Trachsel was also present and noted the State EMA will be on the new hire next year to get stuff done, with him learning the position he will need to pace himself. Max asked the commissioners address the LEPC Coordinator position. He is currently in that position due to a day shift issue with the state and Angie not being present. The new hire should not be in that position. Angie will be in her office on Tuesdays and Thursdays from now on. Angie is the Administrator for Forest EMA writing grants Monday, Wednesday and Fridays. Most counties are EMA/LEPC not EMA/Loss Control. Angie noted she currently has a phone and internet. She has addressed her office being locked and she has no key herself. Max addressed and it has not been locked since. This office will not be her permanent place as far as she knows. The Commissioners will have a conversation with the Sheriff. The building is a One Stop.

Scott Ribley, Housekeeping Supervisor, introduced his new hire Joy Smith. Scott is to have access to the Facility Dude program. Scott will inform the commissioners of needs during the time the Maintenance Supervisor is off work.

Trent Bass and Luke Underwood, Engineers, asked the commissioners to front the funds for the soil bores and permits thru CSX. Additional fees are yet to come. PSI did not have a lot of CSX experience and CSX has additional fees, two $9500 variance review permits, that were passed on to the Commissioners. All expenses will be passed on to the Brunison Ditch project. Engineers do not have experience with CSX permit fees. They now have a list however, are at CSX mercy as to what all is needed. From this point forward the Engineers will be doing the permitting and will come back to the commissioners on funding. Issue II has been approved and may be able to use some of those monies. All total, $35,000.00 should cover all permits. Commissioner Rogers moved to approve $35,000 be set aside for the total Burnison Ditch Permits, and to pay for PSI $11,220.00. Commissioner Beaman second. Roll call: Rogers-yes, Crowe-yes, Beaman-yes. The landfill paving has been done with partial payment from the district. The other building is being worked on however they cannot find the original plans. Dog & Kennel back drive was tar and chipped. Front parking is $150 to seal and will be done. Hardin Hills will be done the same day. The old building at the Transfer Station will be torn down as staff has time. Crates Excavating purchased a tub grinder and will be doing work for the Engineers to grind wood. ODOT asked to meet with the Engineers and one commissioner to review projects for the community.

Jason Fleming, Garmann Miller was called-boiler? HJ Shordorf is waiting on valves to ship and be replaced. If the system has to be fired up for heat, it can be done. Contractor would need to come and drain to replace the valves. The Housekeeping Supervisor will be trained on the boiler. If a glitch, the contractor should be the support/warranty.
