Massac Community Unified School District 1 Board of Education met October 22.

Here is the minutes as provided by the board:

A Regular Meeting of the Board of Education of Massac County Unit School District No. 1, Massac County, Illinois, was called to order in the Board Room of the Massac Unit #1 Board of Education, located at 401 Metropolis St., Metropolis, IL, in said District at 6:30 PM by Board President, Mr. Mark Souders.


Upon a roll call, the following members answered present:

Present: Jeff Brugger

               Don Koch 

               Jennifer 

                Larrison Kathy 

                Rushing Larry 

                Sommer 

                Mark Souders

Also Present: Jason Hayes, Superintendent

                 Lisa Monkman, Supt./Board 

                 Secretary News  Media MCEA 

                 Representatives

Absent: Bobette Steele

At 6:30 PM with a motion from Rushing and a second from Brugger the Board voted to go to Executive Session to consider information relative to employment, appointment, or dismissal of specific employees or officers, collective negotiating matters between employers and their employees or representatives; to discuss litigation – probable, imminent, pending or filed and to conduct a student expulsion hearing. Roll call: Brugger, Koch, Larrison, Rushing, Sommer and Souders voted yes. Motion carried.

At 7:21 PM the Board returned to open session.

At 7:25 PM Mr. Souders suspended the Regular Meeting to go to Public Hearing to Waive the Limitation for Administrative Costs.

No Testimony.

Mr. Hayes, Superintendent explained that Administrative Costs increased over the 5% limit for the 18/19 school year. Massac Unit #1 is eligible to waive this limitation due to last year’s extremely low administrative costs compared to other districts in Illinois.

A motion was made by Rushing and seconded by Brugger to Approve the Waiver of Limitation of Administrative Costs. Roll call: Brugger, Koch, Larrison, Rushing, Sommer and Souders voted yes. Motion carried.

At 7:30 PM Mr Souders adjourned the Public Hearing and returned to the Regular Meeting

Regular Meeting Minutes October 22, 2018

Invited Guests/Public Comment:

A. Tim Lawson and Kristy Stephenson, MJHS Soccer Proposal B. E Sports Presentation - Brock Frazier and students Chris Runion and Lucas Barger. C.

Jason Ashmore, Bus Driver Union Representative spoke to the Board concerning a driver getting their route back.

A motion was made by Sommer and seconded by Larrison to approve the consent agenda consisting of Minutes/Treasurer’s Report/Bills Payroll and Quarterly Payroll. Roll call: Brugger, Koch, Larrison, Rushing, Sommer and Souders voted yes. Motion carried.

Superintendent’s Report – Jason Hayes, Superintendent

A. Illinois School Report Card B. AFR and Annual Statement of Affairs Unfinished Business: Contract for Athletic Trainor – tabled.

New Business: A motion was made by Rushing and seconded by Brugger to Approve the Massac Unit #1 Communication Plan. Roll call: Brugger, Koch, Larrison, Rushing, Sommer and Souders voted yes. Motion carried.

With a motion from Sommer and a second from Koch the Board voted to Approve the Regional Office of Education MOU for Safe School Services. Roll call: Brugger, Koch, Larrison, Rushing, Sommer and Souders voted yes. Motion carried.

Consideration of the FY18 Audit – tabled.

A motion was made by Sommer and seconded by Larrison to Approve the Purchase Service Agreement with Dawn Willis for PT Nursing Services. Roll call: Brugger, Koch, Larrison, Rushing, Sommer and Souders voted yes. Motion carried.

A motion was made by Rushing and seconded by Brugger to Approve the hire of Kandi Hayes – MCHS Girl’s Bowling Coach. Roll call: Brugger, Koch, Larrison, Rushing, Sommer and Souders voted yes. Motion carried.

Noted the following transfers: Amanda Klankey, Brookport Elementary Special Education Aide; Mary Clayton, MCHS Special Education Aide; and Sherie Loverkamp, MES Special Education Aide.

A motion was made by Brugger and seconded by Koch to Uphold the Expulsion of Student A for the remainder of the 2018/2019 school year. Roll call: Brugger, Koch, Larrison, Rushing, Sommer and Souders voted yes. Motion carried.

Mr. Souders commented on MCHS doing their Mock Job Interviews for seniors, great job. Also, commended the MCHS Girl’s Golf Team

Mrs. Rushing and Mr. Sommer attended the Head Start Open House. Regular Meeting Minutes October 22, 2018

With a motion from Sommer and a second from Brugger the Board voted to adjourn at 8:53 PM. Roll call: Brugger, Koch, Larrison, Rushing, Sommer and Souders voted yes. Motion carried.
