Anna Community Consolidated School District 37 Board of Education met October 15.

Board President Grant Capel called the meeting to order at 5:32 p.m.


The following members answered the roll call:

A motion was made by Lori Foster and seconded by Craig Dillman to approve the agenda for the meeting. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Lori Foster, yea; Pam Needling, yea; Elaine Ray, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

A motion was made by Tina Waller and seconded by Pam Needling to approve the consent agenda of the following items: minutes of September 20, 2018 regular meeting, activity fund report, community activity fund report, revolving fund report, treasurer’s report, cafeteria report, insurance report, bills and payroll. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Lori Foster, abstain; Pam Needling, yea; Elaine Ray, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

A motion was made by Pam Needling and seconded by Grant Capel to approve the formation and by-laws of the Anna Community Consolidated School District #37 Educational Foundation – 501 (c)(3). Roll call vote: Grant Capel, yea; Craig Dillman, yea; Lori Foster, yea; Pam Needling, yea; Elaine Ray, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

A motion was made by Dave Sullivan and seconded by Tina Waller to approve the “short term substitute training agreement” with ROE 30 as an option for the district. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Lori Foster, yea; Pam Needling, yea; Elaine Ray, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

A motion was made by Craig Dillman and seconded by Lori Foster to approve the letter giving the Union County Sheriff’s Department, along with other area state law enforcement agencies, permission to conduct unannounced K-9 drug searches on Anna CCSD #37 property. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Lori Foster, yea; Pam Needling, yea; Elaine Ray, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

A motion was made by Lori Foster and seconded by Craig Dillman to approve the updated fence proposal by Marion Fence for the new playground/parking lot. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Lori Foster, yea; Pam Needling, yea; Elaine Ray, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

Mr. Laster and Mrs. Massey7 reviewed their building reports.

A motion was made by Craig Dillman and seconded by Pam Needling to enter into executivesession for the purpose of:

                The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. 5ILCS 120/2(c)(1)

                The election of a person to fill a public office, as defined in the Open Meetings Act, including a vacancy in a public office, when the public body is given power to appoint under law or ordinance, or the discipline, performance or removal of the occupant of a public office, when the public body is given power to remove the occupant under law or ordinance. 5ILCS 120/2(c)(3)

Roll call vote: Grant Capel, yea; Craig Dillman, yea; Lori Foster, yea; Pam Needling, yea; Elaine Ray, yea; Dave Sullivan, yea; Tina Waller, yea. Motion carried.

Board went into executive session at 6:15 p.m.

Board returned to open session at 7:04 p.m.

A motion was made by Pam Needling and seconded by Elaine Ray to approve the executive session minutes of September 20, 2018 regular meeting. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Lori Foster, abstain; Pam Needling, yea; Elaine Ray, yea; Dave Sullivan, abstain; Tina Waller, yea. Motion carried.

A motion was made by Dave Sullivan and seconded by Craig Dillman to appoint the following as members of the Anna Community Consolidated School District #37 Foundation: Superintendent (Ex-Officio)-Chuck Goforth, Board Member (Ex-Officio)-President Grant Capel, Tina Waller, Dave Gould, Mark Laster, with others to be approved at the November meeting. Roll call vote: Grant Capel, yea; Craig Dillman, yea; Lori Foster, yea; Pam Needling, yea; Elaine Ray, yea; Dave Sullivan, yea; Tina Waller, abstain. Motion carried.

A motion was made by Craig Dillman and seconded by Tina Waller to adjourn at 7:08 p.m. with the next meeting being a regular meeting scheduled for November 19, 2018. Voice vote: Motion carried.
