City of Metropolis City Council met September 10.

Here is the minutes provided by the council:

The regular meeting of the City Council, City of Metropolis, Illinois was held at 7:00 p.m. on Monday, September 10th, 2018, in Council Chambers of City Hall at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Aldermen were present: Alderman, Don Canada, Charles Barfield, Al Wagner, Darryl Neill, Mike Hall, Chad Lewis, Chuck Short, John Taylor, Mayor William McDaniel, Corporate Counsel Rick Abell, City Clerk Jan Adams and concerned citizens of Metropolis.

Moved by Alderman Mike Hall and second by Alderman Darryl Neill a motion to approve the minutes of the previous meeting held on 8-27-2018 as presented;

Citizens Request:

Blaine Funkhouser and Chad Beaumont representing the Metropolis Fire Department came to invite 2 Council members to participate and the others to attend a training in Carbondale, November 3rd, 2018. This training will give a better understanding how we use our equipment to fight fires. You will have the opportunity to go into a burning building and use the jaws of life for a rescue operation. This is sponsored by our union through the state and welcome all of you to attend.

Moved by Alderman Mike Hall and second by Alderman Charles Barfield to make a motion to accept establishing the hours of 5 pm to 8 pm on Wednesday, October 31st for Trick or Treating;

Adam and Morgan Seibert noted the “Fall Back to Metropolis” event will have a bouncy house, DC characters and a costume contest. We want to invite all to attend for a fun family evening.

Moved by Alderman Mike Hall and second by Alderman Al Wagner to make a motion to accept road closure from the South side of the Superman Museum to the North side on Market Street on Saturday, November 3rd from 11 am – 3 pm for the purpose of a block party “Fall Back to Metropolis” hosted by the Superman Museum;

Corporate Counsel:

Moved by Alderman Mike Hall and second by Alderman Charles Barfield to make a motion to seek proposals/bids for lease of 3310.65 feet of wharfage or fleeting rights for a series of five-year terms, not to exceed 20 years in total, pursuant to 65 ILCS 5/11-76-1 and 11-76-2;

Water, Light And Street:

Moved by Alderman Charles Barfield and second by Alderman Mike Hall to make a motion to rebuilding MCC Bucket for inventory in the amount of $3,000 from Russell Electric at the WWTP;

Parks And Recreation:

Pris Abell, Parks and Recreation Director, shared we are eligible to apply for an OSLAD Grant and are currently working on the application. The grant is a 50/50 match with the max of 90%. This grant is how we funded the bath house and if approved we can increase the size of the Splash Park, build a holding pump, sandblast and resurface the pool and install new gutters. I would like to thank HMG for volunteering their time and input to make this grant possible to the City of Metropolis. We will continue to update the Council stated Pris. A Public Hearing on the OSLAD grant application and proposal will be held September 24th, 2018 @ 6:00 pm.

Moved by Alderman John Taylor and second by Alderman Darryl Neill to make a motion to hold a Public Hearing on the OSLAD gran application and proposal on September 24, 2018, @ 6:00 pm and to publish notice of the hearing;

Financial Report:

Moved by Alderman Darryl Neill and second by Alderman Charles Barfield to approve the Finance Report be received and approved and that the orders be drawn on the Treasurer for the different amounts mentioned therein and that the Mayor and the City Clerk be authorized to make necessary arrangements for payment of current Salaries, Payroll and Contract bills;
