City of Anna City Council met Oct. 15.

Here is the minutes provided by the council:

The Anna City Council met in regular session at the Anna City Hall at 5:00 p.m. on October 15, 2019. The meeting was called to order by Acting Mayor Michael Bigler. The roll call went as follows: Present were Commissioner Bryan Miller, Commissioner Martha Ann Webb and Acting Mayor Michael Bigler. Commissioner Bryan and Mayor Hartline were absent.

A motion was made by Commissioner Miller and seconded by Commissioner Webb that it be RESOLVED TO APPROVE THE OCTOBER 1, 2019 ANNA CITY COUNCIL REGULAR SESSION MINUTES AS SUBMITTED AS THE OFFICIAL MINUTES OF SAID MEETING. A vote was taken upon the motion with the following results. Commissioner Miller, Commissioner Webb and Acting Mayor Bigler voted yea. Nay -- none. Acting Mayor Bigler declared the motion carried.

No public communication was on the agenda, but Acting Mayor Bigler opened the floor. John Wingate presented hand-outs to the council regarding the profit margin on installing a disc golf course. Acting Mayor Bigler questioned the figures and who to contact on the Cobden course. Mr. Wingate said himself or the village clerk.

Treasurer Danyelle Dodd previously submitted Financial Reports through September 30, 2019.

City Administrator Dori Bigler previously submitted updates on projects she has been working on. City Administrator Bigler reported that 48 wreaths had been sold for the Honor Wreaths Program to be held in December.

A motion to Pay all Approved Bills was tabled.

A motion was made by Commissioner Miller and seconded by Commissioner Webb that it be RESOLVED TO APPROVE ORDINANCE 2019-11; SALE OF SURPLUS PROPERTY. A vote was taken upon the motion with the following results. Commissioner Miller, Commissioner Webb and Acting Mayor Bigler voted yea. Nay - none. Acting Mayor Bigler declared the motion carried.

A motion was made by Acting Mayor Bigler and seconded by Commissioner Miller that it be RESOLVED TO APPROVE A CAPITAL EQUIPMENT PURCHASE OF PATROL RIFLES FROM RAY O'HERRON FOR $8811.60. A vote was taken upon the motion with the following results. Commissioner Miller, Commissioner Webb and Acting Mayor Bigler voted yea. Nay - none. Acting Mayor Bigler declared the motion carried.

A motion was made by Commissioner Webb and seconded by Acting Mayor Bigler that it be RESOLVED TO APPROVE STREET CLOSURE FOR THE SHAWNEE HILLS ART COUNCIL REINDEER 5K RUN/WALK NOVEMBER 30, 2019. A vote was taken upon the motion with the following results. Commissioner Miller, Commissioner Webb and Acting Mayor Bigler voted yea. Nay - none. Acting Mayor Bigler declared the motion carried.

Code Enforcement Officer Gary Rider gave an update on the property at 426 E. Jefferson Street. Public Nuisance Violations have been mailed out and they have until October 21, 2019 to show progress. There are only 7 out of 22 trailers still being utilized as rental property. The landlord has given the tenants 72 hours from today to get their lots cleaned up. Acting Mayor Bigler questioned if the residents have been given information on other housing options, such as Union County Housing and a landlord list. City Attorney John Foley stated that if the property is not cleaned up each property should receive a fine violation daily. Attorney Foley also stated that the Land of Lincoln is a resource that could help the tenants.

No Closed Session needed.

A motion was made by Acting Mayor Bigler and seconded by Commissioner Miller that it be RESOLVED THAT THE REGULAR SESSION OF THE ANNA CITY COUNCIL MEETING OF OCTOBER 15, 2019 BE ADJOURNED AT 5:15 PM. A vote was taken upon the motion with the following results. Commissioner Miller, Commissioner Webb and Acting Mayor Bigler voted yea. Nay - none. Acting Mayor Bigler declared the motion carried,
