UNION COUNTY STATE'S ATTORNEY: 1st Judicial Circuit Juvenile Justice Council Symposium | Conference and Scheduling Services

Union County State's Attorney issued the following announcement on May 10.

Here's some more information on the keynote speaker at next week's Juvenile Justice Symposium, Brendan Kelly, Acting Director of the Illinois State Police.

Brendan F. Kelly is a graduate of the University of Notre Dame and Saint Louis University School of Law. Mr. Kelly previously served as State’s Attorney of St. Claire County. As State's Attorney, Mr. Kelly established the Violent Crime Unit, through which the most heinous cases are pursued through vertical prosecution.

Mr. Kelly also opened the Tracy Fogarty Domestic Violence Unit under which domestic violence prosecutions increased 117%. As the Assistant State's Attorney, he prosecuted cases in the felony division, juvenile division, misdemeanor division and child support enforcement division. He also served on the Illinois State Bar Association’s Criminal Justice Section Council and has also been a member of the Southern Illinois Law Enforcement Commission for several years.

Mr. Kelly has had a wide range of experience with law enforcement. As a college student, Mr. Kelly volunteered with a non-profit group that worked with law enforcement combating child prostitution. During his military service as an officer in the United States Navy, Mr. Kelly conducted research on Israeli-Palestinian joint police patrols. Mr. Kelly also established the St. Clair County Juvenile Justice Council and as a result of feedback from the community, doubled the number of prosecutors in his juvenile division. He began working closely with school districts to fight parent-caused truancy to keep kids from becoming felons. He is the recipient of the 2011, Illinois Mothers Against Drunk Driving Hero Award.
