Metropolis Police Department issued the following announcement on Dec. 11.

Arrest summary, December 2-8, 2018;
December 2, 2018
Metropolis Officers were called to a disturbance in the parking lot of the swimming pool. Upon arrival, Officers spoke with Autumn N. Tozier, 25, Metropolis. Tozier stated that she was called an insulting name by a male subject who then ran into a home in the 300 block of W. 4th St. Tozier became angry and damaged a vehicle that was parked outside. The owner of the vehicle was contacted, and she wished to sign a complaint. Tozier was charged with criminal damage to property. Tozier was lodged in the Massac County Detention Center.
December 3, 2018
Metropolis Officers were called to a disturbance at Massac Memorial Hospital. Upon arrival, Officers were informed that Paul J. Swafford, 30, Brookport, was causing a disturbance in the medical records section and had now moved to the parking lot. Officers observed Stafford in a highly agitated state of mind. He was screaming and yelling and causing other patrons of the hospital to be disturbed. Hospital officials informed him that he was trespassed from the property. Officers informed him of this as well and he still refused to leave. As officers approached, Swafford took a fighting stance and threatened the officers. A Taser was deployed, and Swafford was taken into custody. Swafford was charged with disorderly conduct, aggravated assault and criminal trespass to property. Swafford was lodged in the Massac County Detention Center.
Dakota Lee Stevens, 27, Metropolis was arrested at 12th and Coburn. Stevens was wanted on a warrant. The warrant was issued by the State of KY for parole violation. Stevens was lodged in the Massac County Detention Center.
December 4, 2018
The Metropolis K9 officers stopped a grey Ford for driving without headlights on when required on Metropolis and 20th St. The officer could detect the odor of Cannabis coming from within the vehicle. A search revealed an open can of beer between the driver’s legs and two crack pipes with burnt residue inside her purse. The driver, Vernetta L. Merino, 55, Metropolis was arrested for transportation of open alcohol and drug paraphernalia. Merino was lodged in the Massac County Detention Center.
December 5, 2018
While on patrol, a Metropolis Sergeant observed a yellow GEO Tracker pass by him. The Sergeant recognized the driver, as Princeton Ray Kimmins, 25, Metropolis. The Sergeant was aware that Kimmins had a suspended driver’s license. A traffic stop was made on Marberry and North Ave. A computer check confirmed that Kimmins’s license was still suspended. Kimmins was arrested. Kimmins was able to post bond and was released.
The Metropolis Detective Sergeant observed a Maroon Dodge van driving down the 200 block of E. 3rd. The Sergeant recognized the driver as Shane L. Miller, 50, Metropolis. The Sergeant was aware that Miller had a suspended driver’s license. A computer check confirmed his status. A traffic stop was made and Miller was arrested. Miller was released on bond.
Metropolis Officers were called to a residence on Parkview. The Sergeant was advised by the victim that she was choked and struck by Amanda L. Jennings, 33, Metropolis. The sergeant observed that the victim’s arm was bleeding. Jennings had left prior to the arrival of the police. A vehicle description was put out and a Metropolis Officer located the vehicle and stopped it on Airport Rd and Grace Rd. Jennings was a passenger in the vehicle. Jennings was arrested for Aggravated Domestic Battery and lodged in the Massac County Detention Center.
Metropolis Officers were called to the Citgo. The caller advised that Latroy L. McIntosh, 35, Cairo was back inside the store after being previously trespassed and arrested. McIntosh was again arrested for criminal trespass to property. McIntosh was taken to the Metropolis Police Department for processing. McIntosh was released on bond. A ride was secured to get him back to Cairo.
December 6, 2018
Metropolis Police were investigating two thefts. One from Family dollar and one from Dollar General. Video showed that the offender was the same person in both thefts. Information and the investigation led police to a suspect known as “Nashville”. A Metropolis Sergeant were able to locate him while on a different call at Humma’s Apartments. Theren F. Clark, 36, Nashville, TN was interviewed and admitted to the thefts. Clark was arrested for retail theft. Clark was lodged in the Massac County Detention Center.
Metropolis Officers responded with the Metropolis Fire Department to an activated fire alarm at the Humma’s Apartment building. Upon arrival, Officers learned that the fire alarm had been pulled. Officers also learned that the alarm was pulled by a 15-year-old juvenile. The juvenile was located, and investigation revealed that he pulled the alarm after arguing with his grandfather. The juvenile was arrested and taken to the Metropolis Police Department. The juvenile was on probation. The officers and probation officer determined that the juvenile would be charged with a felony charge of disorderly conduct -false fire alarm. The juvenile was lodged in the Franklin County Juvenile Detention Center.
The preceding information pertains to arrests made by the Metropolis Police Department. These arrests are made on the basis of probable cause and all arrestees are presumed innocent until proven guilty.
