City of Vienna City Council met Jan. 7.

The City Council of the City of Vienna met in regular session, Wednesday, January 7, 2026 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of December 17, 2025 Meeting Minutes and the Warrant ($60,672.53). Alderman Hill seconded the motion. All present in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve Resolution 26-01, A Resolution Authorizing a Redevelopment Agreement between the City of Vienna, IL and JBNH Properties, LLC utilizing Tax Increment Financing for a project located at 305 Main Street. Alderman Pitts seconded the motion. All present in favor, motion carried.

Alderman Pitts made a motion to Authorize and Approve a Tax Increment Financing Redevelopment Agreement between the City of Vienna, IL and JBNH Properties, LLC. Alderman Racey seconded the motion. All present in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve a quote from Terrace Fencing for safety improvements at the city lagoon for $4,250.00 (Sewer Funds). Alderman Elliott seconded the motion. All present in favor, motion carried. Mayor Penrod noted the city will be reimbursed by the sewer district.

Alderman Hill made a motion to Authorize and Approve funds for two-fire department volunteers to attend Winter Fire School Training. $950.00 (General Funds). Alderman Pitts seconded the motion. All present in favor, motion carried.

ELECTED/APPOINTED OFFICIALS

Police Chief Miller said he received a letter from IDOT stating that starting January 1, 2027, all crash reports would need to be submitted electronically. IDOT also provided information of grant funding to support the changes. Miller said Southern Five was contacted and assisting with the grant application process.

Alderman Tuey said he would be obtaining a quote for this year’s fireworks display.

Mayor Penrod said the public works department had been working to clear out dead trees at the city park around the pedestrian bridge.

Penrod reported that the closing took place today on a 6.7 million USDA-half grant, half loan (40- year loan at 1% interest). This funding will be used for major city projects including waterline replacements, water tower refurbishing and water plant tank replacement. Upcoming meetings will include agenda items related to the project grant/loan.

Penrod said Midwest Asphalt would donate millings to the city to fill in the vacant lot from the recent demolition on Vine Street. Penrod said Mott Excavating would submit a proposal to level the lot.

Penrod said that Horner & Shifrin estimated the cost replacement of the 2-inch sewer force main on Veteran’s Drive at $229,00.00 for housing development. Discussions were ongoing with the interested builder and city TIF Administrator.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Hill. Mayor Penrod declared the meeting adjourned at 7:14 p.m.
