City of Vienna City Council met Jan. 21.

The City Council of the City of Vienna met in regular session, Wednesday, January 21, 2026 at Vienna City Hall with the following members and guests:

ELECTED/APPOINTED OFFICIALS PRESENT:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of January 7, 2026 Meeting Minutes, December Treasurer Report and the Warrant ($42,625.74). Alderman Hill seconded the motion. All in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve a United States Department of Agriculture Rural Development Deposit Agreement. Alderman Racey seconded the motion. All in favor, motion carried.

Alderman Elliott made a motion to Authorize and Approve a Water and Waste System Grant Agreement between the City of Vienna, Il and the United States Department of Agriculture Rural Utilities Service. Alderman Pitts seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve a Loan Resolution Security Agreement in the amount of $3,000,000.00. Alderman Pitts seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve a Loan Resolution Security Agreement in the amount of $622,000.00. Alderman Hill seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve Loan Resolution 26-02, A Resolution of the City Council of the City of Vienna, IL Authorizing and Providing for the Incurrence of Indebtedness for the Purpose of Providing a Portion of the Cost of Acquiring, Constructing, Enlarging, Improving and/or Extending its Facility to Serve an Area Lawfully Within its Jurisdiction to Serve. Alderman Pitts seconded the motion. All in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve payment request in the amount of $722,871.78 from Bryant construction Co. (Contract A). Alderman Elliott seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorized and Approval of payment request in the amount of $136,127.50 from Midwest Petroleum & Excavating (Contract C). Alderman Moore seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve payment request in the amount of $138,600.00 from Horner & Shifrin, Inc Engineering, Inc. #78829. Alderman Pitts seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve payment request in the amount of $6,090.88 from Kruger & Abell law firm. Alderman Hill seconded the motion. All in favor, motion carried.

Alderman Elliott made a motion to Approve Horner & Shifrin Resident Inspectors letter for Water System Improvement Project. Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve a proposal from Mott Excavating, Inc. for parking lot reclamation project at West Vine Street, not to exceed $10,000.00 (General Funds). Alderman Racey seconded the motion. All in favor, motion carried.

PUBLIC COMMENT

None

ELECTED/APPOINTED OFFICIALS

Wright said Little Egypt Shows owner had reached out proposing a change in dates for the spring fling carnival to May 22-23. Wright also handed out economic interest statement forms for elected officials to file with the county.

Fire Chief Williams discussed alternative water access during the period the water tower is out of service associated with the water project.

Alderman Moore commented on the upcoming weather outlook concerning city streets.

Mayor Penrod stated he was preparing an article to share online to provide the public with information involving a grant/loan for the city’s upcoming water improvement projects.

Penrod updated council on the buildings planned for demolition on North 4th St. Utilities were being marked by IDOT but no agreements with property owners had been reached yet. had was 10pm

Penrod said the interested builder for housing along Veterans Drive was in the TIF application process. Sewer system options were still being discussed.

Penrod said a zoom meeting was held at VHS with the Illinois Housing Development Authority for discussion of housing assessment and planning efforts for Vienna. More information would be provided.

Brief discussion was had regarding sidewalks along 146 West during the upcoming IDOT and city waterline projects.

As there was no further business to discuss, Alderman Moore made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod declared the meeting adjourned at 7:14 p.m.
