City of Vienna City Council met Feb. 4.

The City Council of the City of Vienna met in regular session, Wednesday, February 4, 2026 at Vienna City Hall with the following members and guests:

ELECTED/APPOINTED OFFICIALS PRESENT:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Hill made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of January 21, 2026 Meeting Minutes and the Warrant ($42,831.56). Alderman Pitts seconded the motion. All in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve an Agreement between Little Egypt Shows and the City of Vienna for the Spring Carnival, May 22-23, 2026. Alderman Racey seconded the motion. All in favor, motion carried.

Alderman Hill made a motion to Authorize and Approve an Intergovernmental Agreement between the City of Vienna and Johnson County for services of a Depot Coordinator for 2026. Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Moore made a motion to Authorize and Approve scope of work for a Community Revitalization Partnership between Illinois Housing Development Authority (IHDA) and the City of Vienna. Alderman Tuey seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to increase the wage of seasonal (park) mowing employee, David Craig to $16.25/hr. Alderman Hill seconded the motion. All in favor, motion carried. Wright added that he would begin work in March.

PUBLIC COMMENT

None

ELECTED/APPOINTED OFFICIALS

Wright said Shawnee Mass Transit gave an update on the Vienna shuttle regarding free rides for city residents that began January 5. Totals were: 127 rides/11 Walmart rides.

Wright said a public zoning hearing was scheduled for February 23 at city hall to review the official zoning map.

Alderman Tuey said he was still waiting to obtain a quote on fireworks from Jason Grant. Tuey requested a letter of recommendation from Mayor Penrod regarding Grant’s licensing.

Mayor Penrod said Dry Systems and Gary Dahmer both gave approval to the city fire department for access to water sources during the city’s water tower project. Penrod said the waterline replacement project should begin in six weeks.

Penrod said planning was still ongoing for housing on Veteran’s Drive.

Mayor Penrod gave a brief update on IDOT acquiring two of the three buildings for demolition on N. 4th Street/146 W. The third building would be stabilized.

Penrod said the city welcome sign to be placed in the roundabout was still in the process of being finished.

As there was no further business to discuss, Alderman Moore made a motion to adjourn. Seconded by Alderman Tuey. Mayor Penrod declared the meeting adjourned at 7:00 p.m.
