The City Council of the City of Vienna met in regular session, Wednesday, February 18, 2026 at Vienna City Hall with the following members and guests:

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.
NEW BUSINESS
Alderman Racey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of February 4, 2026 Meeting Minutes, the Warrant ($8,226.13), and January Treasurer’s Report. Alderman Tuey seconded the motion. All in favor, motion carried.
Alderman Moore made a motion to Authorize and Approve TIF Redevelopment Extension request from Chris Bent, SI Auto and Tire, LLC, 500 East Vine St. for 180 days, with a completion date of August 18, 2026. Alderman Hill seconded the motion. All in favor, motion carried.
Mayor Penrod re-appointed Brian Bailey to the city Zoning Board for the term April 2026-2030. Alderman Hill made a motion to Approve the appointment. Alderman Tuey seconded the motion. All in favor, motion carried.
PUBLIC COMMENT None
ELECTED/APPOINTED OFFICIALS
Mayor Penrod gave a brief update on the water project, noting that lines were being marked on 146 W. and preparations were being made at the water tower.
Penrod mentioned potential relocation of fireworks to the city park for activities and better access to electricity for entertainment and will consult with fire Chief Williams to see if the relocation is feasible. Alderman Tuey said he was still awaiting a quote for the display cost.
Penrod said he inquired on the status of the Safe Routes to School Grant and was told awardees would be announced around April/May. Penrod also said he was informed that VHS was awarded a cultural district grant of $200,000.00 and would form a committee to determine the use of funds over a ten-year period.
Penrod said a shapefile of the town was submitted to the Illinois Housing Development Authority in connection with the recent scope of work agreement for a community assessment study.
As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Hill. Mayor Penrod declared the meeting adjourned at 6:53 p.m.
