City of Vienna City Council met Dec. 3.

There being a quorum, Mayor Penrod called the meeting of the Vienna City Council to order at 6:30 p.m.

NEW BUSINESS

Alderman Tuey made a motion to Authorize and Approve the Omnibus Consent Agenda consisting of the November 19, 2025 Meeting Minutes and the Warrant ($79,981.47). Alderman Hill seconded the motion. All in favor, motion carried.

Alderman Racey made a motion to Authorize and Approve a contractual agreement for the provision of transportation services to the City of Vienna with the city providing a single contribution of $3,000.00 to Shawnee Mass Transit Effective January 1, 2025. (1/2 General/1/2 Community Funds). Alderman Elliott seconded the motion. All in favor, motion carried.

Alderman Tuey made a motion to Authorize and Approve a quote for 2-Speed Alert Radar Message Sign Trailers for the police department. All Traffic Solutions: $26,600.00 (General

Funds). Alderman Elliott seconded the motion. All in favor, motion carried. Miller noted the funds would be re-imbursed by V.H.S through grant funds.

Alderman Pitts made a motion to Authorize and Approve $500.00 (General Funds) for loading cost of concrete removal at demolition site of 306 Vine St. Alderman Hill seconded the motion. All in favor motion carried.

Mayor and council discussed 2026 Vienna Fall Festival/Parade modifications. Council was in general consent to change the parade to the Friday evening (6:30 p.m.) before the Fall Festival. The day of the festival (Saturday), the city would host a car show at the city park along with other entertainment and Jennifer Jacobsen would assume responsibility for vendors around the city square.

Chief Miller introduced Mari Kay Rolape to council. Kay discussed her background in law enforcement with 29 years of experience. Miller said after completing recertifications, Rolape will serve as a part time school resource officer for VHS. Alderman Elliott made a motion for the City of Vienna to employ Rolape as a part-time officer/SRO. Alderman Tuey seconded the motion. All in favor, motion carried.

Mayor Penrod introduced Dathan Samuels to council. Samuels highlighted aspects of his current job that would be beneficial for the Gas Superintendent position. Council discussed and Alderman Pitts made a motion to employ Samuels with a start date of Jan 1, 2026 in accordance with union contract wages, excluding health insurance coverage which will begin in February. Alderman Tuey seconded the motion. All in favor, motion carried.

ELECTED/APPOINTED OFFICIALS

Chief Miller said he had a service worker cleaning around the square, requesting public works to pick up bagged leaves on Poplar Street.

Alderman Racey asked for an update on recycling at the city park. Mayor Penrod said the city was in contact with the Vienna Correctional Center and looking to reinstate the service at the beginning of the year.

Alderman Pitts questioned the ordinance on leaving dogs chained outside. Chief Miller said they should be provided adequate shelter, food and water. Johnson County Animal Control would look into any concerns.

Mayor Penrod mentioned the water main break behind the water plant that resulted in a total loss of water in the tower early Monday morning. Repairs have been made but a boil order was still in place for residents.

Penrod said IDOT is still in the process of obtaining appraisals for all three buildings affected by the partial roof collapse along North 4th /Vine St. Penrod noted that the city is looking to take

possession of the center building and that up to $4,000.00 in legal costs could be reimbursed by IDOT.

As there was no further business to discuss, Alderman Tuey made a motion to adjourn. Seconded by Alderman Racey. Mayor Penrod declared the meeting adjourned at 7:10 p.m.
