The regular meeting of the City Council, City of Metropolis, Illinois was held at 7:00 p.m. on Thursday, February 23RD, 2026, in Council Chambers of City Hall at 106 West 5th Street, Metropolis, Illinois. Upon roll call the following Council members were present: Alderwoman Michele Longworth, Aldermen Chuck Short, Jeff Bullock, Cord Koch, Jermey Holley, Chad Lewis, Al Wagner, Corporate Counsel Andrew Leonard, City Clerk Jan Adams and concerned citizens of Metropolis. Mayor Gregg Jeffords and Alderman Darryl Neill was absent. ROLL CALL:

Alderman Chuck Short conducted the meeting due to the absence of Mayor Gregg Jeffords.

CITIZENS & VISITOR REQUEST:
Jeff Stroder with CPA firm Beussink, Hey Roe & Stroder LLC. presented the findings for the 2024-2025 fiscal year audit. He stated the audit consists of two reports. The first is on the financial statements which received a clean opinion. The second is on the internal controls, which shows how transfers are reported. He stated three recommendations were made that were on the sizable side that we recommend some cleanup. There are expenditures that needed to be accrued for payables at the end of the year; a grant receivable was missing and beginning fund balances that had to be adjusted because of capital assets that were acquired in the previous year. The second part of the internal controls report deals with compliance. One thing that was found that had to be reported was the actual expenditures of three funds were over what the budgetary limits were. One of those funds tied back to the internal control findings and that one mistake triggered two problems.

Alderman Short read aloud a portion of the Notice of Public Hearing which explains the scope of the project and total cost of the 20-year IEPA Water Pollution Control Loan Program. The public hearing is set for Thursday, March 5th, 2026, at 10:00 am in City Hall
NOTICE OF PUBLIC HEARING
The City of Metropolis will hold a public hearing to discuss its intentions to construct approximately 12,000 feet of gravity sewers ranging from 6-inches to 24-inches in diameter; 453 linear feet (LF) of 4-inch diameter force main; 2,639 LF of 6-inch diameter force main; 5,607 LF of 8-inch diameter force main; cured-in-place (CIPP) lining of approximately 77,301 LF of gravity sewers ranging from 6-inches up to 42-inches in diameter; new lift station on Woodhaven Drive includes a wet well, valve vault and 2 pumps rated at 150 gallons per minute (GPM); lift station off US Route 45/Old Marion Road includes a wet well, valve vault and 2 pumps rated at 800 GPM; lift station off Industrial Park Drive includes a wet well, valve vault, and 2 pumps rated at 450 GPM; 23 manholes; conversion of 120 lamp-holes to manholes and related appurtenances.

There will be a 10-day comment period subsequent to the public hearing to receive comments from interested and affected parties. Comments may be submitted to the City Clerk or the IEPA. This public hearing is part of the requirements with which the City must comply with in order to qualify for the low interest loan from the IEPA Public Water Supply Loan Program.
