City of Anna City Council met March 3.

The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. on March 3rd, 2026. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Michael Bigler, Commissioner Kathy Bryan, Commissioner Torie Carter, and Commissioner Martha Ann Webb. Other members present were City Administrator Dori Bigler, Fire Chief Tim Bowen, Public Works Manager Jordan Chamness, Police Chief Sims, and Treasurer Angela Webb.
Delbert Riehn with Robinson Outdoors addressed the council. He stated he was approached by land owners outside of city limits about the possibility of a digital billboard. He stated he had 8 local businesses committed to advertising if approved. The proper channels will need to be followed. A Zoning Board meeting will be scheduled.
City Administrator Bigler gave an update on a few projects. Advertising has begun for lifeguards and concessions at the park. The DCEO grant for the business park has been submitted. The PARC project is still on for completion by 04/12/2026. The audit is underway with an anticipated completion date of late April. We were awarded a grant for police body camera reimbursement.
Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion for a separate vote.

B. Accept Will Bartholic’s Letter of Resignation

D. Approve a 3-Year Pledge of $3,000.00 for Investor Level of the Union County CEO Program
E. PARC Project
a. Approve Pay Estimate #10 for $27,407.50
F. Authorization for Police Department Capital Equipment Purchases
a. Purchase of 10 Dell Pro Rugged Notebooks for $23,195.60
b. Purchase of 2026 Dodge Durango Pursuit with Lights & Equipment Approved for purchase through Linwood for up to $54,570.
G. City Usage Applications
a. AJCHS for AJ Baseball Season March 2, 2026 through May 22, 2026
H. Zoning Applications
a. John E. Wyatt III at 102 Pelican Drive
b. Rusty’s Home Center at 110 Transcraft Drive
c. Larry Gibbs at 513 South Street
A motion was made by Commissioner Bigler and Seconded by Commissioner Carter that it be RESOLVED TO APPROVE THE CONSENT AGENDA AS PRESENTED. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
Kevin and Nicole Werner addressed the council regarding a TIF application. They are requesting $160,000 in TIF funds to install a commercial kitchen and various utilities needed to turn 109 W Vienna St into AJ’s Sports Bar and Grill. Members of the council feel like this is an excellent idea and a resolution will be placed on the next agenda for vote.
Mayor Hartline opened up the floor to the Council for reports. Commissioner Bigler brought up the potential need for a full-time park maintenance worker or a foreman over the park. With the added improvements and continued revitalization of the area, the city could benefit from someone dedicated to upkeep. Commissioner Bryan asked if a clerical position at the Police station has been considered.
A motion was made by Commissioner Webb and seconded by Commissioner Bryanr that it be RESOLVED THAT THE REGULAR SESSION ON THE ANNA CITY COUNCIL MEETING OF MARCH 3RD, 2026 BE ADJOURNED AT 5:45 PM. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Carter, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
