City of Anna City Council met Jan. 6.

Here are the minutes provided by the council:

The Anna City Council met in regular session at Anna City Hall at 5:00 p.m. on January 6th, 2026. The meeting was called to order by Mayor Steve Hartline. The roll call went as follows: Present were Mayor Steve Hartline, Commissioner Michael Bigler, Commissioner Kathy Bryan, and Commissioner Martha Ann Webb. Other members present were City Administrator Dori Bigler, Police Chief Brent Sims, Fire Chief Tim Bowen, Public Works Manager Jordan Chamness, and Treasurer Angela Webb. Commissioner Carter was not present.

City Administrator Bigler gave an update on a few projects. The budget process is ramping up. Contact was made with a new audit firm. They will have a cost estimate and timeline this week so an extension can be filed with the comptroller. We are still accepting applications for the clerk position.

Mayor Hartline asked if there were any Consent Agenda items the Council would like to pull for further discussion for a separate vote. Mayor Hartline asked that item B be pulled for a separate vote.

The following Consent Agenda items were presented for approval. A. Minutes of the December 16, 2025 Regular Session

B. Ordinance 2026-01; Amending the Revised Code of Ordinances to Regulate the Placement of Feather Flags (also known as Feather Banners, Sail Flags, or Similar Portable Wind-Device Signs) with respect to Setbacks from Sidewalks and Public Rights-of-Way in the City of Anna

C. RB IL Project

a. Approve Pay Application #10 of $61,134.46

A motion was made by Commissioner Webb and Seconded by Commissioner Bryan that it be RESOLVED TO APPROVE THE CONSENT AGENDA ITEMS A AND C AS PRESENTED. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

An old business item reconsidering a video gaming license for Game Day Gaming Parlor was tabled until the City Attorney could be present for discussion.

A motion was made by Commissioner Webb and Seconded by Commissioner Bryan that it be AWARD PLOTT CONSTRUCTION THE BID FOR THE WASTEWATER TREATMENT PLANT LAGOON VALVE REPLACEMENT PROJECT IN THE AMOUNT OF $39,886.44. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.

A discussion was had regarding the new business item of considering a TIF application. The item was tabled pending further discussion and data analysis by City Administrator Bigler.

Mayor Hartline opened up the floor to the Council for reports. Commissioner Webb rose concerns about the owner of 301 W High Street and the business operations that are being run from the home. The questions raised is how the home is zoned and whether business operations can be conducted.

At 5:44pm a motion was made by Commissioner Webb and seconded by Commissioner Bryan that the Anna City Council entered closed session Pursuant to 5 ILCS 120/2(c)(21) – Semi-Annual Review of the Minutes as Mandated by Section 2.06 of the Act.

Open session resumed at 5:45pm. Roll call was as follows; Commissioner Bigler, Commissioner Bryan, Commissioner Webb, Mayor Hartline, City Administrator Dori Bigler, and City Treasurer Angela Webb were present.

A motion was made by Commission Bigler and Seconded by Commissioner Bryan that it BE RESOLVED THAT THE CLOSED SESSION MINUTES OF THE ANNA CITY COUNCIL REMAIN CLOSED TO THE PUBLIC. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried

A motion was made by Commissioner Webb and seconded by Commissioner Bryan that it be RESOLVED THAT THE REGULAR SESSION ON THE ANNA CITY COUNCIL MEETING OF JANUARY 6TH, 2026 BE ADJOURNED AT 5:46PM. A vote was taken upon the motion with the following results. Commissioner Bigler, Commissioner Bryan, Commissioner Webb, and Mayor Hartline voted yea. Nay-none. Mayor Hartline declared the motion carried.
